NEWS ⢠Crime Written by Yunisa DELGADO-FLORES ⢠June 15th, 2022 â 3:58AM ⢠Updated June 15th, 2022 â 12:30pm Los Santos man wanted for four serial-killings in LS County. $50k bounty, DA offers During an LSPD press conference late in June the 14th, detectives from the LSPD and Deputy DA's from Los Santos County's District Attorney's Office announced an arrest warrant against Elijah Mandela, a 25 year old San Andreas resident, for the murder of four women. Elijah Mandela, a 25-year-old male living within San Andreas, has been suspected of murdering a total of four women over the past year. Thereâs an active warrant out for his arrest, and the District Attorneyâs Office is offering a $50,000 bounty for information leading to his arrest. âTo convict an individual in the United States a prosecutor must prove beyond a reasonable doubt that an individual is guilty, which is not an easy task, especially for cases such as murders.â said Deputy District Attorney Jennifer Li at a press conference held in Vespucciâs Police Station on June the 14th; started at 10:00pm. âOur system was made that way so no innocent ends up in prison for a crime he did not commit. âRecently, an arrest warrant was approved for the suspect that maybe behind all the alleged murders. The District Attorney's Office will remain transparent with the people, and will be revealing the suspect's name. Elijah Mandela is Hispanic twenty-five-year-old man living within the state of San Andreas, and we have enough evidence that we believe we can prove, beyond any reasonable doubt, that he is in fact [the owner of the blog].â Jennifer Li mentioned the name of the blog, dubbing it as a moniker for Elijah. The Daily News has removed the name of the blog from the article due to the graphic nature of the blogâs content as well as the desire to not nickname the killer. Soon after saying their name, Jennifer Li lifted up a photograph of Elijah Mandela to those in the room; his face revealed to the press and the public. Mandela, according to detectives from the Los Santos Police Department and prosecutors within the District Attorneyâs Office of Los Santos County, is responsible for the death of four women across Los Santos County. Elijah, through his online blog where he shares photographic evidence of his crimes, claims to be a photographer and an artist. âI filmed my first video with the help of a young girl named Claire. It was gorgeous, but far from a master piece in my opinion. The photos came out good, and she will be remembered for it.â, wrote the owner of the blog in the blog's journal page. Claire was one of the two woman who were the subject of videos on the blog Mandela allegedly created. The videos showcased a brutal beating of the women is question after a stocky male figure, which law enforcement claim to be Elijah, forces them to pose in various positions against their will. Detective Haas of the Los Santos Police Department detailed how they found the body of the four victims. âOn the 20th of April, Los Santos Police Department detectives investigated a series of coordinates that were received via an external website ⌠These coordinates led detectives to a partially exhumed female victim in the Tongva Valley area.â The coordinates were accompanied with two photographs; a bridge within the Tonga Valley area along with a close-up of a nearby sign that read âHead Downstreamâ. âFollowing a systematic and thorough excavation of the area, investigators were able to identify a singular female victim at this site. Investigators were able to identify the victim as Mercia Sauer, who had been registered as a missing persons by the Los Santos County Sheriff's Department in September of 2021. âOn the 2nd of May, following a series of additional images posted on the website, City Police investigators located a second homicide victim in the Capital Boulevard area. The South-Central homicide desk investigated this incident, and identified a singular female victim, identified as Samantha Johnson, a young resident of Mirror Park. âOn the 22nd of May, investigators received an anonymous tip pertaining to a third victim, linked to an additional series of images that appeared on the allison7521 website. Investigators identified a singular female victim in the North Chumash area, who was later identified as Ella Winchester. âOn the 10th of June, detectives discovered a fourth victim following a series of images posted on the allison7521 website. The Department has not yet been able to identify this victim, who is a young female of Asian-American ethnicity. However, thanks to the strenuous efforts of forensic experts and analysts, significant forensic evidence has been retrieved from the scene. âWe are currently awaiting DNA testing to confirm the victimâs identity and inform the familyâ One of the ways law enforcement gathered evidence against Elijah to file the warrant was through analyzing the candid-photos taken and uploaded onto their blog. The photos were often from a high birds-eye view, taken atop of various buildings across the Vinewood-Hawick area. âInvestigators were able to locate a series of areas described as 'lookout spots' that had been utilized as vantage points to create the countless images posted across the website, and the FaceBrowser account previously. âThrough the strenuous efforts of forensic technicians and tire track analysts, investigators were able to secure substantial forensic evidence to progress the investigation and identify key information, such as the suspect vehicle.â The vehicle in question is a rusted dark-blue Yagou Classic. The vehicle was seen near the site of Elijahâs first arrest by the Los Santos County Sheriffâs Department, and Claire later confirmed the van's description to the Daily News. Elijah Mandela was previously detained by the Los Santos County Sheriff's Department according to reports from the LSPD and the DA's Office. However, due to a lack of evidence, the DA was unable to press charges and Mandela was released from custody. âOn the 13th of May, following a joint investigation between the Los Santos Police Department and Los Santos County Sheriff's Department, a singular male suspect was apprehended and detained by the Sheriff's Department, following a positive identification of the suspect vehicle. At this time, investigators were not able to pursue charges. âAs the Deputy District Attorney rightly mentioned, convicting an individual within the united states can be a monumental task, especially in investigations such as this.â, Haas explained in a response to a question by LSNâs Troy Francis. âAt the time, the suspicions could not be substantiated beyond a reasonable doubt. As such, Mister Mandela was released at the time. All claims against Mister Mandela have since been substantiated, and as mentioned by the Deputy District Attorney, the Los Santos Police Department is now pursuing an active arrest warrant to bring Mister Mandela to justice.â Deputy DA Jennifer Li reinforced this statement later on in the press conference. They refused to detail the changes in information between the arrest on the 13th and the information that the DA possesses now. âI obviously can't release any more information than that as it's still an ongoing investigation, and as Detective Haas said, it may harm our investigation if we release too much information." EDITOR'S NOTE, 12PM: The article was published with the desire for a speedy release of the suspect's identity. However, in the rushed nature of this process, we neglected to gather a comment from the Los Santos County Sheriff's Department regarding the detainment on May the 13th against Elijah Mandela. This is a failing on the Daily News' journalistic standard and we wish to rectify this. We are currently waiting a comment from the LSSD, with the request for a statement submitted at 12pm on June the 15th to Public Information Officers within LSSD. "The Los Santos Police Department requests any individuals with any information regarding this cowardly individual and the associated incidents to step forward. Information may be provided to the Department anonymously, and we are looking into the possibility of a reward scheme for individuals that provide substantial information or evidence that lead to charges." NEWS ⢠Crime Written by Yunisa DELGADO-FLORES ⢠June 4th, 2022 - 00:30am Snuff-film survivors speak out; the two tales of Alexis and Claire After surviving a horrific ordeal at the hands of a local killer in the Los Santos County area, two survivors â dubbed Alexis and Claire â share their contrasting stories, and show the ways their strengths aided them during and after. Vinewood - Yunisa Delgado-Flores, June 1st 2022 EDITOR'S NOTE: There is an editorial regarding this article. Over the past six months, a killer, whose identity remains unknown to the Daily, has been producing snuff films and so-called âtorture pornâ throughout Los Santos County for their blog. The killer has been known to target female law enforcement officers and women from West Vinewood, dedicating a large portion of their online blog to stalking the denizens of the district. The killer has been known to break into peopleâs homes and slaughter them, both as they sleep and as they are awake. Heâs also kidnapped women to carry out his crimes in more discrete locations. Throughout his break-ins and kidnappings, he documents the crime through either photographs or videos. All of which are uploaded to his blog. His blog shall not be shared on the Los Santos Daily Newsâ website, neither shall any of his photographs. Alexis, a survivor of one of these break-in and the subject of one of their videos, recounts her harrowing experience to the Daily. Much details about Alexis' life remains confidential for her own personal safety, however we can disclose that she is a citizen of Los Santos with a well-paying job. âI was just standing in my apartment, I was getting ready to head out and I had my back turned to the door. This guy with a mask and [a] bulky swamp-like colored jacket comes in. [He] smashes my head with a pole or something âHe took pictures of me, called himself an âartistâ.â The killer brands themselves as a photographer on their blog, yet doesnât delve into his self-described art further than that. The blog consists of shots of: police officers, detectives, deputies, Vinewood-based bikers, and models from afar; photos taken during break ins into peopleâs homes â one of which showing the homeowner sleeping during the break-in; a very small amount of shots of Los Santos skylines and locales; and gruesome photographs of the aftermath of their brutal and savage assaults. In two videos he has uploaded onto his blog, one of which includes Alexis, he orders the women involved to pose for them in various positions. He repeatedly claims that they will be âstarsâ throughout the videos. âHe stabbed me with this pole in the kneeâ Alexis owes her ongoing recovery to a strong support circle and, after intensive physiotherapy and corrective surgery, she is stronger than ever. âThe people I surround myself with really make that differenceâ, Alexis shared when asked about how she currently feels. âHow I was feeling then, and now mentally, isn't different. It's just a tad better than before. âI just want the relief to know the guy's caught. Before he hurts someone else.â As Alexis recovers, she stated her plans to start her own company. The details of what her company would be remains confidential for the sake of Alexisâ privacy. The blog has gained traction online and it has amassed a number of like-minded followers, some of which left comments in support of their actions. These comments include âYes brother, cleanse the worldâ, âI know several stupid w--res who could do with an artistic visitâ and, after a hiatus, âWe're expecting more from you! C'mon!â Itâs theorized by a local crime expert that the killer isnât working alone, and there is at least one other person working with them. The killer's alleged vehicle, a rusted blue Yagua. - Ashton Love, Paradise. Another survivor goes by the name of Claire. Claire is a Los Santos native, raised in Hawick, Vinewood and now local of Mission Row. Sheâs an example of the type of people this killer targets; the vulnerable. Throughout her adult life, after running away from an abusive home, she says that she has had a constant battle with addiction. According to Claire, the killer kidnapped her as she was leaving the apartment they were staying at. In their rusted blue Yagoua, they took Claire to an undisclosed location and forced her to pose for his snuff film. As was the case for Alexis, the killer repeatedly told Claire that his work would make her a star. âCrowbar in hand, he cut open the ties, removed my blindfold and took photos of me, saying I was going to be a star. A f---ing star.â From Claireâs report, the killer saw themselves as some twisted Bond-esque villain. Reportedly âhumming classical musicâ as he tormented her by making her pose for his camera. After she complied with his orders to the word, the killer savagely beat her with, according to Claire, the intent of killing her. âI just felt each blow.â, Claire described, talking about her attack. âI couldn't control it. started crying. but I stayed awake. Eventually his old van pulled off after he was done. âBut I was alive. I'm sure I would be dead if I wasn't on heroin.â Claire, throughout the ordeal, said that she was under the effects of heroin. She injected the drug prior to leaving her apartment. Claire claims that, due to the numbing effects of her high, she was able to withstand the pain of each blow. She managed to stay awake until an ambulance came searching for her presumed dead body. âThe ambulance he called to find my dead body drove past, and I screamed at it. I mean screamed. I think it heard me and it stopped. I tried standing. managed to walk a step or two before collapsing into a deputyâs and a paramedic's armsâ âThen I was out.â Claire, after the ordeal, spent a month within Pillbox Medical Centre to recover. She was promptly questioned by law enforcement officials. She was under the effects of withdrawal medication alongside a number of other medicinal drugs to treat her injuries. During her stay within the infirmary, she gained a passion for writing. âI wrote a blog while I was in there. posted it, but I'd rather that stay out there for people to find on their own. [It] was cathartic I guess. A piece on addiction. âThe lack of support for anything and anyone.â Many states throughout the United States have some form of survivor assistance program for those who suffer from violent crimes. Oregon has the Crime Victim and Survivor Services, Texasâ attorney generalâs office has the Crime Victimsâ Compensation program, New York has the Office of Victim Services. The state of San Andreas, nor the city of Los Santos, has no program that offers support to victims of violent and traumatic acts as of this articleâs publishing date. Claire, when leaving the care of Pillbox, didnât have the benefits of Alexis. She went back to the street. The lack of such a program is partly attributed to the Los Santos City Governmentâs struggle to search for a director of the Department of Health and Humans Services. A job posting was listed on February of this year and, as of writing this article, remains open. The Daily News reached out to the Los Santos city governmentâs communications director on June the 1st to question the difficulties that they have faced in their hunt for a director of DHHS via email. In response, the communications director noted how the LS city government hasnât received many applicants for the role. âA PR campaign will be established in order for us to find a suitable candidate for the position of Interim Director of Health and Human Services, as we haven't had many applicants for the position in a long while. We are limited in such aspects due to the sole fact that applicants are nonexistent.â The government noted how, after finding a director of DHHS, the departmentâs next project would be to revive the B.J. Smith Community Centre; a hub for information, employment, societies and support for those living in the south central region. The job posting can be found at the following link. While there isn't a governmental body specifically dealing with victim support, nor any program offered by the Department of Health and Human Services, the District's Attorney Office of Los Santos County offers the Victim Restitution Program. From it's web page, it describes itself as "an extrajudicial process that helps victims of [c]rime and their families obtain financial assistance for losses incurred as a result of crime and is not governed by state statute." For people to be eligible for the program, they must meet the eligibility requirements. The requirements include that the crime was violent in nature, the perpetrator was found guilty or pleaded guilty in their trial, and the victim cooperated fully with law enforcement. Violent crimes are defined as the following; homicides, any level of battery, kidnapping, torture, human trafficking, armed robbery, rape, statutory rape, sexual battery, hit and run, firearm discharges that result in injuries or loss of property. Once the killer is tried, and if they are found guilty for or plead guilty to their crimes against Claire and Alexis, they both may be eligible to receive compensation for their injuries. May 15th, 2022. 11:12PM Claire, after her stay in Pillbox Medical Centre, kept up the hobby of her own blogging. The blogging bred from the monotony of the rest she had to take as a part of her recovery, according to Claire. âEven then I barely ever saw a nurse after the first day. That's why I got to writing, took some photos once I got out and posted it.â Under her request, the Daily News will not share a link to her blog. Both Claire and Alexis were both offered witness protection by law enforcement. However, they both refused it for respective personal reasons. The identity of the killer is known by law enforcement, and they intend to reveal as much details about this killerâs identities and to answer any and all questions in a press conference at a later date. Editor's Note: 08/06/2022. 11:10am Within this article, we made a claim that the city government of Los Santos nor the state government of San Andreas offered a victim support program. While this remains true, where neither of these governmental bodies offered such a program, the phrasing and the article's tone as a whole made it seem that San Andreas and Los Santos County did not have such a program in place across all of it's governmental bodies. Upon further research, this is not the case, and was missed due to an oversight. The Los Santos County District Attorney's Office offers such a program. Picture of Linda Thompson 1989 SD Report by Dave Garrison - Lucifer's Brotherhood Lucifer's Brotherhood is an alleged Cult group devoted to a tweaked form of LaVeyan Satanism as described in The Satanic Bible. It is said the cult was founded in the freedom and peace-loving Sandy Shores in 1977 by a Linda Thompson, who effectively served as a follower of the Church Of Satan untill her untilmely death on April, 1979, only a year after the cult's rise. Thompson, a devout, a manipulative satanist with lust for power and control started to influence the local community she lived in in order to obtain a loyal following for herself. Met with negative critisism and overall resistance to her movement courtesy of the local God fearing people, Linda was forced to take her movement underground. She started to influence around the local children and teenagers, corrupting young minds with promises of spiritual enlightenment and great riches to come. Linda was attractive, and had a mysterious personality. She is said to have drawn people in like flies to honey and was known to use drugs and her sex appeal to bend the minds of those that would listen, to her will. Because where ever she went she was met with critisism by the local communities, she and her small group moved around alot, recruiting easily impressionable people of all sorts at farms, churches and highschools around United States. Being nomadic of nature, the group held their nocturnal praying ceremonies and offering rituatls within the depths of woods, abandoned farm houses and locations alike. Linda, at first was true to the original concept of LaVeyan Satanism had given rise to her own movement. Linda was sanctified by the cult and is worshipped by it's followers to this day. It's even rumored they dug up and possibly buried her remains at an unknown location to use it as a shrine and involve it in ritual practises. However, this is generally shrugged off as the result of conspiracy nuts theorising on the internet. 1989 SD Report by Dave Garrison â Satanic Ritual Abuse The explanation that the satanists are too organized and law enforcement is too incompetent only goes so far in explaining the lack of evidence. For at least eight years American law enforcement has been aggressively investigating the allegations of victims of ritual abuse. There is little or no evidence for the portion of their allegations that deals with large-scale baby breeding, human sacrifice, and organized satanic conspiracies. Now it is up to mental health professionals, not law enforcement, to explain why victims are alleging things that donât seem to have happened. Only one former member of the cult ever spoke out about Lucifer Brotherhood's inner workings in an interview conducted at Boilingbroke Peniterty, in San Andreas he is still incarcerated on charges of murder, torture and other human rights violations. I keep trying to convince the parole board that I'm a born again Christian now, but they think I'm just trying to fool them.." - Angus O'Connor Professionals in this field must accept the fact that there is still much we do not know about the sexual victimization of children, and that this area desperately needs study and research by rational, objective social scientists. If the guilty are to be successfully prosecuted, if the innocent are to be exonerated, and if the victims are to be protected and treated, better methods to evaluate and explain allegations of âritualâ child abuse must be developed or identified. Until this is done, the controversy will continue to cast a shadow over and fuel the backlash against the validity and reality of child sexual abuse.
