Police were preparing for a "suspect" to come inside and presumably fill out a form of some sort (We all know the LSPD loves their bit's of paper). However, when the man entered he was taken into custody and has not been heard from since. I ask you, the readers, who was this man? what did he do to warrant such an offense on his freedoms?   11. Gang Killing in Strawberry. On Tuesday night 4 bodies were found outside Bert's Tool Supply Co. Three in the Alley, and one on the side walk outside the parking garage. A nearby witness claimed it was the Main St. and Families gangs fighting each other. The fight was attributed to "Gang Politics" by the witness. When pressed further, the 13 year old claimed "They just don't F*ck with each other". Upon investigation of the scene police officers found assault rifle casings. When asked what happened the Officers on scene stated they could not comment on an ongoing investigation. After going to the police station Officers said events like this occurred all the time. Are we as citizens of Los Santos just ok with this? A lack of caring? A lack of transparency form our Police force? Why are bodies piling up in the street with no answers? Is it just because it's "Gang Politics"? Do people not matter in Los Santos?   14. I got arrested accused of "hit and run" and "homicide temptative". The thing is that (if it's because of the only recent incident I had) it simply did not happen. And even if it did, the RP that went after it was completely invented. I had a small discussion with some guy at a garage, so I decided to leave it (that guy ended up being an off-duty officer). The thing is that maneuvering to exit in my car, I apparently ran him over. I left the scene because I did not hit him on my screen. He ended up calling the cops and charging me of "hit and run" and "homicide tentative". That's the first problem but the thing is that apparently when I left, he RPed as if I ran him over at a high speed (at least above 50 mph), although that's impossible when trying to exit a garage: "Once Oscar started up the engine of his vehicle, the suspect sped directly into Officer XXXXXX, giving absolutely no chance or the time to dodge the charge, injuring his legs in the process, knocking him down to the ground. XXXXX was admitted into the emergency room at Davis Central Hospital at around 12:20 with grievous leg injuries. Further details on the injuries that XXXXX sustained include bleeding, bruising, and swelling around the shin area of both legs." The third problem is that when I got pulled over, it looked like if the guy that I supposedly ran over had read my licence plate and he knew who I was (although we dont know each other and my licence plate is hard to read (on purpose) "B8BB8B8") since I had a warrant on my name, and there was no one to confirm my identity. The only thing he had was the description of my drafter (which again, is not a unique car). I'd like to solve this as soon as possible since I have a 30 hours arrest in my character and also to be sure that this kind of things doesn't happen to other people and everyone is ensured to RP properly.
  15. Short description: A phone number to report smaller crimes that aren’t emergencies. Detailed description: So I noticed that there’s no way of reporting smaller crimes, for example illegal parking, abandoned vehicles, suspicious activity and careless driving, just to name a few. A non-emergency Number such as 311 or 101 would allow players to report smaller crimes to the LSPD without officers attending with lights, sirens and excessive speeds when it’s not needed. Commands to add: /call 311 or /call 101 Items to add: N/A How would your suggestion improve the server? This would allow players to report theses crimes without feeling guilty about having police respond quickly to something that isn’t an emergency. It would also give officers something else to do when there’s no emergencies happening. If there were an emergency, they would abandon dealing with the smaller crime and attend the emergency. Additional information: EXAMPLE: /call 101 You're through to the LSPD Non-emergency line. What is your location? The ATM in Mirror Park. Ok, and what would you like to report? There's an abandoned vehicle in the middle of the road that's obstructing traffic. Ok, thank you for reporting that to us. We've notified our officers and they will deal with it shortly.   16. Short description: A 911 system that has more functionality and can improve how emergency services respond. Detailed description: The current 911 system is great in my opinion. But I think it could do with some improvements that would speed up response times, give a better experience to those of us who are RPing as an emergency service, assign incident numbers, refer back to incident information and allow emergency services to better find the location of the emergency if the caller allows them to. Below are a few different additions to the 911 system that I am suggesting. Each suggestion would implement the previous one. #1 - What emergency service do you require? It would be great if the /call 911 feature had a first option which would question the caller which emergency service they require. This would send the 911 call to the appropriate department faction. For example: /call 911 * This is 911, which emergency service do you require? Fire * And what's the location of the incident? Popular Street * And what's the situation there? There's a fire here. Help! * Ok, we have alerted the LSFD. Thanks for calling. Because the caller answered the first question with 'Fire', this 911 call would only appear and be received by members of the LSFD faction. If other departments are needed such as the LSPD, they would be requested by FD in this case through the departmental radio: ********** EMERGENCY CALL (LSFD) ********** * Phone Number: 5071384 (Jimmy Rorhuez) * Location: Popular Street * Situation: There's a fire here. Help! If no one from the department faction that the 911 call is sent to responds within lets say 5 minutes, it gets sent to all. This is so that if some one for example makes a 911 call for an ambulance and no FD members are online and someone from PD is, they could receive the unanswered call and respond. For example: ********** UNANSWERED EMERGENCY CALL ********** * Phone Number: 6031309 (Don Martin) * Location: Vinewood Bvd * Situation: My friend has collapsed and passed out, we need an ambulance. If the devs could somehow use keywords that people would use to answer the first question, the 911 call would get sent and appear to the appropriate emergency service faction. I'm not hugely familiar with how scripts on the server are coded, but hopefully this is a sound method to get this to work. Or any other keywords or phrases that someone would use to describe what emergency service they require. PD would have keywords relevant to them as well. If the caller types in a keyword that isn't recognisable, or if they type in multiple like 'FD & PD' or 'Fire and Police', then the call would be received by everyone like it is now. #2 - Incident Numbers Something that's been suggested amongst my own faction, which would be really useful, would be to have incident numbers. This would allow people in emergency service factions to use the number as a reference when writing up reports or referring to them IC to each other or to other departments over radio communications. The numbers would start at 0001 each day and be associated with that date, for example there would be an incident 005 on the 12/NOV/2018 and an incident 005 on the 13/NOV/2018. Example of how this would show: ********** EMERGENCY CALL (LSFD) ********** * Incident No: 014 * Phone Number: 5071384 (Jimmy Rorhuez) * Location: Popular Street * Situation: There's a fire here. Help! The incident number would also be sent to the caller. /call 911 * This is 911, which emergency service do you require? Fire * And what's the location of the incident? Popular Street * And what's the situation there? There's a fire here. Help! * Ok, we have alerted the LSFD. Thanks for calling. * Your incident Number is 014 for 12/NOV/2018. #3 - Would you like to share your location? Another handy /call 911 feature would be a GPS locator. This would give the caller the option to share the location of their phone's GPS and allow emergency services to locate them more quickly, speeding up response times. An example from a caller who would share their location: /call 911 * This is 911, which emergency service do you require? Fire * And what's the location of the incident? Popular Street * Would you like to share that location via your phone's GPS? Yes * And what's the situation there? There's a fire here. A caller's location would show up on the map like this and would disappear after 5 minutes as to not clog up the map, if no one responds after five minutes and the call gets routed to every department, it will stay up for a further 5-10 minutes. It would appear as a red transparent circle much like the gang attacks seen in GTA V, so it wouldn't be an exact location just an area of interest: #4 - Non-emergencies The amount of times we've seen 911 being used for non-emergencies is countless. I think it would be a great idea to have a non-emergency number for situations that don't require an immediate response, such as illegally parked vehicles or drug use. A /call 311 command would be good, for example: /call 311 * This is 311, which non-emergency service do you require? Police * And what's the location of the incident? Jamestown Street, Rancho * Would you like to share that location via your phone's GPS? Yes * And what's the situation there? There's a green car parked illegally. Licence plate IND836. * Thank you. The new first question would direct the 911 call to the appropriate department faction, which would eliminate irrelevant calls being received by some other factions. For example FD receiving a call about a speeding vehicle, as this wouldn't happen IRL. In addition, this new 911 system would make it quicker for emergency services to respond, instead of getting a vague or unknown location from a caller and having to use external means like the 911 map or typing in a location on gta-5-map.com. It gives the caller the choice whether or not to share their location and is an optional feature that could be used. This is so that criminal characters can still make 911 calls to divert resources elsewhere without giving away their location, remaining an authentic RP situation with the addition of the anonymous feature if it isn't in already. The incident number feature is great because it gives emergency services as well as the caller and the press, something to refer to that has been logged. It is also utilised with the /respond command, where each person responding can log themselves as responding to the specific incident and the /incidentclear command to clear from an incident. which can be referred back to later with the /incident command. As previously mentioned, this could be useful info for incident commanders on scenes or later for writing up reports, press releases or doing investigations. I've seen the non-emergencies number been suggested a few times, and I added it in here because I think it would be really useful for people who'd like to report non-emergencies and for an extra job for those responding to them.   17. Firefighters and police shot at in Grove St Thursday, 29th November 2018 LSFD Public Relations: Chloe MacKenzie LSPD and LSFD swarm the area moments after the shooting broke out. DAVIS - On Sunday the 4th of November 2018, the Los Santos Fire Department was notified of a shooting in Grove St at 22:30. Reports were two persons had been shot, and police were already on scene. On arrival firefighters discovered two male patients with minor gun shot wounds, and began treatment. How-ever during treatment, gunfire burst out across the street forcing Firefighters to shield their patients and move them into cover to protect them during the shootout. One officer was hit, while multiple LSPD units arrived to provide backup. The attackers fled and the area was contained by officers before the Fire Department left cover and began to treat their patients. Other emergency medical vehicles arrived to assist with the operation, while the male police officer was treated for minor gun shot wounds. All three were swiftly moved to waiting ambulances and transported to area hospitals in stable condition. Ambulances leaving the scene to transport patients to a nearby hospital while LSPD units follow. The LSFD left the scene at 23:12 and handed the incident over to LSPD to conduct their investigation. Four dead after car plunges into the Alamo Sea Friday, 30th November 2018 LSFD Public Relations: Chloe MacKenzie Fire apparatus and police vehicles wait on shore while dive teams carry out their search. ALAMO SEA - At 23:03 on Thursday the 8th November 2018, the Los Santos Fire Department (LSFD) were notified by the Los Santos Police Department (LSPD) of a car that had come off the road and gone into the Alamo Sea while being pursued by law enforcement. A water rescue assignment was dispatched to the incident. On arrival firefighters and emergency medical technicians liased with the LSPD to establish that a green Karin Kuruma carrying four occupants had collided with the water at high speed and immediately sunk with the occupants trapped inside. Due to the amount of time the car had been underwater, crews weren't hopeful that there would be any survivors. A police helicopter marked the location by hovering over the water while specialist nighttime Diver teams from Rescue One made their way into the water in scuba diving gear, supported with rescue lines from crews waiting on shore. Dive team firefighters Chloe MacKenzie and Connor McMahon made their way to the vehicle which by that time had sunken to the seabed. The dive team breached the vehicle by smashing the driver side window, and brought the occupants out by hand. All four persons (age/gender unknown) were declared deceased at the scene by the Los Santos Fire Department, confirming that the incident was no longer a water rescue but a recovery mission. The Fire Department handed the deceased over to the Los Santos County Department of Coroner and the incident was given to the Los Santos Police Department to carry out investigations.     Smuggling Detailed description:Smuggling, a prequest for Gun/Drug importing, the system would work alongside or replace the current method of importing Guns/Drugs. Rather than Guns/Drugs appearing in warehouses through an act of god, They would be fractionally or entirely dependant on imports, less so for some things than others. I.E you are not gonna grow cocoa (cocaine) in Los Santos that can only be imported/smuggled. Weed, guns and other similar things would have a element of it being smuggled in, however their will always be a home presence for this stuff (Home growers, stolen weapons with numbers removed). What we would suggest is having a system similar to the current weapon/drug import system Requiring people to apply on the forums to be a “Smuggler” giving rp reason and story behind them being this. These smugglers would evidently need to have vehicles and connections to make the logistics work, planes or boats as an example and connections both in county and foreign to be able to import/smuggle this stuff in and get rid of it. The IC/IG way this would work is that you would have smuggling factions similar to gang factions however rather than trying to own turf and become involved in gang based illegal activities they would be focused on keeping their heads below the radar and shipping in illegal goods for profit. Import goods could be broke down into two varieties. Street: Weed, Pistol, Sns Pistol, .50 Pistol, Vintage Pistol, Machine Pistol, A.P Pistol, MicroSMG Mini SMG, Shotgun, Sawn-off Import:Coke, Heroin, Smg, Assault Rifle, Carbine Rifle, vests, cuban cigars, Bullshark Tesosteron The Street ones would be attainable directly for gangs, meaning they do not need it smuggled in by a 3rd party but would be able to get it potentially at a lower price in bulk from smugglers. The Imports would only be attainable via smugglers, these smugglers would get the goods when ordered by 3rd party (i.e street gang) and get rid of them ASAP The mechanics of this would be simple, have certain locations be “spawnable points” for the package, both for the Smugglers and street gangs. The Smugglers locations would be remote islands/at sea and need bringing back to the island and then getting to the final party (person who ordered it) The street gangs who get their goods via “street” means would potentially have remote locations on island as pickup points for them to collect said goods from. In both cases the containers would be sealed and you would get no use from them until getting them to their final destination. Commands to add: /CP (/CollectPackage) /LP (/LoadPackage) /UP (/UnloadPackage) Items to add: “Packages” box to be collected with goods in. ,Boat trailer for cars/vans, allowing smugglers to take their boats to the most logical place to sail from. How would your suggestion improve the server? These suggestions would add a level of realism to the weapons and drugs on the streets being difficult to get. The opportunities for roleplay would be greatly expanded as it would give county Sheriff’s work in the remoter locations, the city police would be able to try running checkpoints etc. to try prevent them getting into the city, SEB/FIB could have operations and investigations to try and catch these smugglers/gangs in the act. All of these allowing for more meaningful and impactful roleplay rewards for good policing. This would also give the air units of LEO more reasons to take out helicopters and potentially even reason for naval trained units with boats. As for the gangs and none LEO’s, the basic civilian won’t be affected apart from occasionally seeing a checkpoint or something. The gangs that currently exist would have far more realistic roleplay for obtaining illegal goods that involves active gang interaction and a realistic risk of being caught red handed. The smugglers who bring in the “foreign” import goods would be the most affected as this would give them an ability to do work of some kind that makes sense RP wise and would also create interaction opportunities. This would allow for effective law enforcement to affect the criminal economy of the world. This would also allow for more meaningful intergang interactions of a violent nature, i.e Mexicans trying to jack the Russians as they are bringing back a van load of gear. Additional information: The crates would only be loadable in appropriate vehicles, i.e you wouldn’t be trying to sneak guns into the hood with a supercar. The smugglers would have to remain independent from gangs and should not be associated with them in any way other than selling them goods. A potential discount for smugglers who get approved for certain vehicles (Boats and certain planes) As good smugglers keep a low profile this might see an increase in bribery attempts and the use of Hush money, Both of which are criminally underused currently. On this map are some rough ideas for placements of some “package” pickup points Yellow: Street/gang based pickup points. Blue: Smuggler pickup points. (for the smugglers points anywhere in the sea could work too. This is an idea from Horratio Totsen and myself.

This is what Taser CO says about the effects: Commands to add: /me/do would be hit by taser sending 50 000 Volts to their body incapacitating the muscle actions or something of sorts. Items to add: Drunken effect maybe and limping animation How would your suggestion improve the server? These are not vanilla ped models, they're police and emergency clothing items that can be fitted onto ANY character (including your custom character) just like you could in the clothing stores in GTA World, but so much more. This mod would benefit Sheriffs, Police Officers, Firefighters, Medics, Military, Detectives, Federal Agents, Construction Workers, Security Guards, Mountain Rescue, Coastguard, Special Units and pretty much any other service you can think of. In the image you see below, Alex Von Shep's a customised character created using EUP's custom character menu which is similar to that of GT-MPs and GTA Onlines. You can choose a standard uniform (as seen in the spoiler below) but then furthermore he's used the outfit creator to customise his Sheriff uniform so its unique to Alex, this fella looks like a Sheriff as oppose to a security guard! The EUP packs come as skin and model pack auto-installers (or manual) that can be installed using OpenIV. Yes these are mods, but I'm sure there's a way to adapt these into the server. The EUP Menu itself uses vanilla public service uniform items, the packs add more detail with skin mods. Neither mods use up much processing power or memory space. It is highly unlikely the assailant will be able to walk, much less run after you. DOES THE TASER DEVICE AFFECT THE HEART OR A CARDIAC PACEMAKER? The TASER’s output is well below the level established as "safe" by the federal government in approving such devices as the electrified cattle fence. In a medical study of electronic stun guns, Dr. Robert Stratbucker of the University of Nebraska Medical Center confirmed that the T-Wave does not interrupt the heartbeat or damage a pacemaker. Any modern pacemaker is designed to withstand electrical defibrillator pulses that are hundreds of times stronger than the TASER device's output. The TASER device current of 0.3 joules is well below the 10-50 joule threshold above which cardiac ventricular fibrillation can occur. WHAT ARE THE AFTER EFFECTS? A person hit with a TASER device will feel dazed for several minutes. The pulsating electrical output causes involuntary muscle contractions and a resulting sense of vertigo. It can momentarily stun or render an attacker unconscious, yet the TASER’s low electrical amperage and short duration of pulsating current ensures a non-lethal charge. Moreover, it does not cause permanent damage or long-term aftereffects to muscles, nerves or other body functions. A January 1987 Annals of Emergency Medicine study reported TASER technology leaves no long-term injuries compared with 50% long-term injuries for gunshot injuries.
