honestly? It's just not profitable to make a business in the county. who's gonna wanna drive to the county to drink when there's a dozen other bars closer in the city.

The situation won't improve if there's not more legal business brought to the county.. don't be scared to open a legal business due to criminals just fuckin' do it.. hire security if you're that worried about criminals.

It's against the rules to attack someone for no reason, so it's most likely you were the victim of poor escalation, I would definitely report this. As for a general rule of thumb when roleplaying in the county.. if you see someone who looks though, they most likely are. Try to stay on their good side.
