I'm pretty sure only an admin can unlock houses, that's why this suggestion is made.

It wouldn't work like that since if your /breakin request on the forums gets accepted, you gotta /report for it in game and wait till an admin accepts it once again so your request can be done. There's no way to break in a property without admin supervision. Personally, I think there should be a change in the way admins do their work and prioritize reports like breakin's, because as someone said waiting in front of a pawn shop masked for half an hour can ruin a lot of rp. (commenting on this as I'm waiting for a /breakin request to be accepted)
