Taxis are really expensive compared to buses. For instance, an avg taxi driver would charge about $150 for LSIA to somewhere like Vespucci. A bus would cost no more than $20 or $30.

This can be a good alternative to the super cheap rentals that are unrealistic. Rentals can be made expensive and bus stops can be made interactive, so the players (specially new ones) can choose the bus (if active) or else use the rentals. Businesses can then be setup to run such buses, that will increase the number of buses on the road. Since buses are expensive in real life, players can join the businesses to drive them rather than purchasing their own personal bus.
