PD and SD both have their 'rules' for the temp detention housing method. As already stated here on PD's side, I can clear up SD's side: it's a case of there being a genuine reason to house it and approval must be obtained from the watch commander; OOCly minimum rank of Lieutenant. There must also be sufficient proof to warrant an investigation. As others have stated, there is a genuine reason as to why someone is being held. As for your statement of nobody to RP with, I can't talk on behalf of PD but for SD you don't, or shouldn't, get sent to TTCF. You need to be housed in a station cell for those 48 hours. Whilst a lot of people do RP in stations, maybe not directly in the holding cell areas, you can always just use /doorme or /doorshout to gain peoples attention.
