  1. LOS SANTOS POLICE DEPARTMENT Statement on the Conclusion of LSIA Incident Investigation - 18/APR/2020 The Los Santos Police Department wishes to inform the citizens of Los Santos of the conclusion of the investigation into the 12th of April incident by the Office of the Chief of Police and the Internal Affairs Group. Following a thorough investigation, which included questioning the officers involved and witnesses present on the scene, the Internal Affairs Group was able to uncover the following facts: Following the incident, all involved officers were placed immediately on administrative leave prior to their interviews. Both Officers Muller and Daniels resigned from their positions immediately after their interviews with the Internal Affairs Group had been concluded. The other 7 officers involved were given suspensions without pay, letters of reprimand or admonishment depending on their relative position and seniority in the department, and their involvement in the incident in question. The Los Santos Police Department's Internal Affairs Group has, following discussion with the Los Santos District Attorney's Office, decided not to pursue charges on Officers Muller and Daniels for their involvement in this matter. Both officers Muller and Daniels cited they initiated the event to prevent more street racing taking place that night, as according to them in their field experience dispersing the event would have only led to the street racers moving into the mountains above Los Santos in and around the observatory where their high speed vehicles would make it more difficult to effectively police them. Although the officers' claim to have had good intentions, the department does not condone unlawful activities by its own officers, whatever the cause or intent. The Department, as per the last statement published on this matter, will continue to attempt to work with these groups through open and legal channels in an effort to organize their community in a safe way that can be officially condoned. I would like to thank my colleague in the Sheriffs Department for his words of wisdom. We are here to keep the community safe and no incident, not even one like this, undermines our devotion to that mission.   2. LOS SANTOS POLICE DEPARTMENT . Statement on Unsanctioned LSPD Event - 13/APR/2020 The Los Santos Police Department has taken note of the unsanctioned event that took place on the night of the 12th of April 2020 at the Los Santos International Airport. Following information and evidence received from sources present at the event, a total of nine active serving police officers have been put on administrative leave by the department. The Internal Affairs Group will take its time in the next few days to interview these officers regarding their involvement and subsequently either clear them from the investigation, issue internal disciplinary action or file criminal charges against them if reason for any of the aforementioned is found.Although the Los Santos Police Department aims to provide a place for all members of the community to practice their hobbies safely, the department does not condone doing so in violation of other's rights or without following the rules and laws in place. The office of the Chief of Police and by extent the department wishes to apologize profusely to anyone that was impacted by what took place. Although there is no doubt that the officers in their minds acted with the right intentions to defuse a potentially volatile situation, the Los Santos Police Department does not condone, in doing so, breaking the laws that are set in place to give every part of our community the opportunity to host events to practice their hobbies, beliefs or other rights that have been afforded to them.Serving this community is our priority, but we must do so from a position of absolute integrity. It would be unamerican of us to ask this of you without being willing to lead by example. I, therefore, promise you that if it is found through an internal investigation that any of my officers acted outside of the law, they will be punished according to the laws we all vow to uphold.While the investigation is taking place, the Office of the Chief of Police has tasked the Media Relations and Community Affairs Division with reaching out to tournament organizers within the racing community to evaluate what can be done to provide better guidance and opportunities for them. A major part of ensuring something like this never happens again is creating more officially sanctioned and organized events so they may take place instead of unsanctioned street races to provide a way for those interested to practice their hobbies in a safe and controlled environment.The Office of the Chief of Police remains available to answer any questions regarding the event. Photo courtesy of Sergeant II Natalia Florence aboard LSPD AIR-1 Statement Regarding Home Invasion and Fatal Officer Involved Shooting, Sandy Shores - 30/MAR/2019 The Los Santos Police Department is currently investigating an officer involved shooting that occurred late in the evening on March 30th, 2019 at around 4:00am in the Sandy Shores area of Los Santos County. While we are still in the early stages of this investigation we do not draw any conclusions until all evidence has been thoroughly investigated and all witnesses have been questioned. The purpose of this statement is to inform the community about a critical incident that occurred.Units of the Los Santos Police Department responded to a house alarm for a residence in central Sandy Shores within Los Santos County outside of city limits. Upon arrival to the scene officers found a black van parked near the front entrance of the residence, and the alarm still sounding from the home. As officers waited for more units and a team from the Metropolitan Division to respond a single suspect exited the home. Officers attempted to detain the suspect but were informed that hostages were inside the residence and told to leave the area before the male rushed back inside.For the next ten minutes units responded and set up a perimeter around the home while preparing to establish contact with the suspects inside. Before contact could be made the same male suspect exited the home with another suspect dressed in all black. They made demands to be let go or a hostage was going to be harmed. At this point no hostages had been confirmed by officers. A third suspect exited the residence to join the previous two and began to make their way to the nearby black van. Before officers could defuse the situation a fourth suspect burst from the residence and rushed towards the officer's perimeter with a firearm in his hand. Officers opened fire on the armed suspect while the remaining three fled the scene in the black van.Officers remained on scene to secure the home and the down suspect while the vehicle was pursued by an LSPD AIR unit, and members of the Metropolitan Division. The down suspect was secured and found to be in possession of an illegal firearm, several magazines of ammunition and a switchblade. Officers attempted to provide aid to the suspect but could not retrieve any signs of life before LSFD could be notified. The suspect was pronounced dead on the scene. While officers remaining in Sandy Shores cleared the residence members of the Metropolitan division aided by AIR pursued the remaining suspects throughout Los Santos County and back into the city. The van came to a stop in the Rancho area where all three suspects made their way into an open residence and took refuge inside. As a second perimeter was established two of the remaining suspects fled from the house and made their way through the back streets and into the industrial areas of southern Los Santos. Visual of these suspects was lost and they are still at large. Statement Regarding Fatal Officer Involved Shooting, Vinewood Hills - 28/MAR/2019 The Los Santos Police Department is currently investigating an officer involved shooting that occurred late in the evening on March 28th, 2019 at around 9:00pm in the Vinewood Hills area of Los Santos. While we are still in the early stages of this investigation we do not draw any conclusions until all evidence has been thoroughly investigated and all witnesses have been questioned. The purpose of this statement is to inform the community about a critical incident that occurred.While on patrol at around 9:00pm in the area of Rockford Hills in the city of Los Santos a unit from the Los Santos Police Department's Metropolitan Division initiated a pursuit on a light blue rental vehicle. The suspect vehicle failed to yield to the unit's lights and sirens or directions to pull over. Soon after the driver of the suspect vehicle opened fire on the pursuing officers. As the pursuit lead into the Pacific Bluffs area of Los Santos the driver abandoned the vehicle on a footpath near the City Hall and continue to flee from officer on foot.At this point visual contact on the suspect was lost, and members of the Metropolitan Division's K-9 Platoon were called to attempt to re-establish contact. After gaining the suspect's scent from his abandoned vehicle the K-9s and Officers set out on a near twenty minute hunt on foot through the Vinewood Hills. K-9s were able to lead officers to the location of the suspect who was hiding in some brush along the hillside near some residences. Officers then attempted to make contact with the suspect and order him to surrender himself. The suspect stepped out of his concealment and then opened fire on the officers once again. Officers returned fire and managed to incapacitate the suspect with lethal force. At this point officers on scene moved to secure the suspect and provide aid for his sustained injuries. The LSFD was called to assist with stabilizing the suspect, however they were unsuccessful and the suspect was pronounced dead on the scene by medical personnel.At this time the LSPD can confirm that the suspect was a former civilian employee for the department. During employment the suspect had served in a non-law enforcement role and had no access to firearms, or training prior to this incident. It should be noted that the suspect was not an employee of the department at the time of this incident and had terminated his employment prior to the events of this evening. It is unknown at this time if the incident had any involvement with the suspects prior employment for the department. The faction structure is inspired on the Los Angeles Police Department. History of the Los Santos Police Department The Los Santos Police Department was founded during the California Gold Rush. Los Santos was known for violence, one of the most dangerous cities of the United States with the highest murder rate. The Los Santos Police Department was founded in 1853 by a militia group, this department was completely voluntary. The first paid police force was founded in 1869 and in 1870 the first Chief of Police was selected, Jacob F. Gerkens. Chief Gerkens didn't hold his position for much time, he was replaced after one year of service. The Los Santos Police Department started providing training to it's officers in 1916, resulting in the trainings we know today. Holding the Police Department up to high standards ensuring that the Los Santos Police Department has the highest standards from all states.Chief of Police Nicholas Coleman took over the department temporarily in October 2017, he remained in service till a new Chief of Police was selected by the City. A new Deputy Chief under the name of Caden Lin got introduced to the Department in November 2017, racing his way through the ranks and becoming an Assistant Chief of Police in the same month he got introduced. Soon after, Assistant Chief of Police Caden Lin was selected to be the new Chief of Police. Chief Lin achieved his position at the start of December 2017. Later in February the legacy of Chief Lin ended and was passed to Chief Dakota Eastwood, who served the Department until June. During the month of June, the Department faced many difficulties in progressing since the Los Santos County Sheriff's merged with the Los Santos Police Department. Chief Peter Raymonds was selected to run the Department, having the help of Deputy Chief Elena Villarreal.
